Wetland regulation by local, state and federal agencies continues to challenge proponents of private development and public works projects. Understanding the direction in which the state and federal programs are evolving is important to help developers successfully complete the permit process. This seminar will help attorneys and developers track the direction the programs administered by the Oregon Department of State Lands and the U.S. Army Corps of Engineers are taking in Oregon. In particular, the seminar will address the current status of Oregon’s program, mitigation plans, mitigation banking and judicial decisions impacting federal jurisdiction in addition to other relevant topics.

Frank M. Flynn, Program Co-Chair, a private consultant focusing on natural resource permitting, assists development clients in obtaining state and federal wetland permits. He also assists clients in resolving state and federal enforcement actions involving wetland permitting.
William D. Abadie is the Mitigation Program Manager with the U.S. Army Corps of Engineers, Portland District’s Regulatory Branch. In this position, he represents the Portland District on mitigation and mitigation banking initiatives.
Bobby Cochran is the Executive Director for the Willamette Partnership, a nonprofit coalition of business, environmental, and other leaders working to enhance the pace, scope, and effectiveness of restoration in the Northwest.
William R. Cook is a Senior Assistant Attorney General with the Natural Resources Section of the Oregon Department of Justice’s General Counsel Division. He has represented the removal-fill program of the Oregon Department of State Lands for more than 21 years.
Dana Hicks, a mitigation specialist for the Oregon Department of State Lands, is responsible for fulfilling state mitigation obligations assumed under the Payment In-Lieu program, as well as developing and managing the federally-approved In-Lieu Fee program.
Alan Horton, Managing Director of The Freshwater Trust, has over 18 years of senior-level not-for-profit experience. At The Freshwater Trust (TFT), he oversees operations, development, communications and TFT’s StreamBank initiative.
Krista Koehl, an Assistant General Counsel for the Port of Portland, advises the Port on a variety of projects, focusing primarily on environmental and natural resources issues, including Clean Water Act permitting and compliance, water rights, and the Portland Harbor Superfund Site.
Shane Latimer, PhD, CSE, a Senior Ecologist/Project Manager with ICF International, is an environmental scientist with 18 years of experience in natural resource management, planning, and permitting.
Kemper McMaster is the Director of Business Development focused on the Pacific Northwest for Wildlands, Inc., a full delivery habitat development and wetland mitigation banking company. Prior to joining Wildlands, he had a 30-year career with the U.S. Fish & Wildlife Service.
Steven L. Pfeiffer, Keyonte Speaker, a partner at Perkins Coie LLP in the firm’s Real Estate and Land Use practice. He focuses on natural resource, land use and real estate development law. He has extensive experience in advising business, utility and government clients.
Michael R. Turaski, Jurisdictional Specialist for the U.S. Army Corps of Engineers, Portland District Regulatory Branch, coordinates development and implementation of methods for identifying and assessing wetlands and streams.
Yvonne Vallette is an Aquatic Ecologist with the U.S. Environmental Protection Agency. For the last 13 years, she has worked in the Oregon Operations Office in Portland as the Oregon Wetland and Watershed Coordinator and the Lower Columbia River Estuary Program Manager for EPA Region 10.
