In 2009, California experienced its third consecutive year of drought exacerbating already poor economic conditions. At the same time, increased regulatory constraints on traditional water sources deepened the water supply shortage. Water will be a critical component to California’s economic recovery. However, the current financial condition of the state is hindering its ability to move forward with critical water supply development and management projects. Currently, capital markets are beginning to rebound and the water resources sector continues to be an interesting but largely unproven area for private investment.
A faculty of recognized speakers in the world of water supply management and policy, water markets, and water investment will discuss the issues and opportunities associated with addressing the regulatory and financial challenges associated with meeting California’s future water supply needs.

Clay Landry, Program Chair, is the managing director and a principal of WestWater Research LLC, a consulting firm providing water-marketing and water-asset-valuation services to a range of public and private sector clients. Arakawa, manager of the Water Resource Management Group at The Metropolitan Water District of Southern California, is responsible for matters related to imported water supplies, local resources programs, conservation, water transfers and exchanges, groundwater storage and reliability planning.

Lawrence Chertoff, a Director at Alinda Capital Partners LLC, has had more than 35 years experience in fostering constructive cooperation between the private
sector and municipal services. He has researched and developed water, solid waste and distributed energy projects.
John J. Entsminger, Deputy General Counsel of the Southern Nevada Water Authority, is responsible for overseeing and coordinating
legal and policy issues primarily related to water resource development
and environmental compliance.
Thomas Filler was appointed Chief of Planning for the Office of Water Transfers, California Department of Water Resources, in February, 2010. His major responsibilities include planning/operating the DWR’s water transfer programs.
William H. Fronczak, PE, an attorney in the Denver office of Perkins Coie LLP, focuses on water, environmental and land use law. He is a member of the firm’s Environment, Energy & Resource practice group and plays an integral role in the firm's water policy.
Grady Gammage, Jr., a co-founder of Gammage & Burnham PLC, focuses on zoning, land use planning and state trust lands. He represents
real estate projects including master planned communities to subdivisions
to high rise buildings and urban mixed use redevelopment.

Jason Peltier is the Chief Deputy General Manager of Westlands Water District. Prior to Westlands, he served for six years as the Deputy Assistant Secretary for Water and Science at the Department of the Interior in Washington D.C.
Christian E. Petersen, PG, CHG, a principal hydrogeologist and project manager at MWH Americas, Inc., has 19 years experience and currently serves as MWH’s Water Resource Practice Leader for the southwest U.S.
