Peter Mohr, Program Co-Chair, is an attorney with Tonkon Torp LLP. His practice serves a broad client base in matters ranging from environmental regulatory compliance to energy facility siting and operation and natural resource acquisition and development with a strong emphasis in water law.
Janet Neuman, Program Co-Chair, is Senior Counsel with Tonkon Torp LLP in the firm’s Water Law Practice Group. Considered one of the foremost water law specialists in Oregon, she is a former professor, Associate Dean of Faculty, and co-director of the Natural Resources Law Institute at Lewis & Clark Law School.
Lara Whitely Binder, an Outreach Specialist at the University of Washington’s Climate Impacts Group (CIG), assists the CIG with its efforts to disseminate information to decision makers on the impacts of climate variability and climate change on the Pacific Northwest.
Congressman Earl Blumenauer, Special Presentation Speaker, was elected to the U.S. House of Representatives in 1996. He has served on the Transportation and Infrastructure Committee, the Foreign Affairs Committee. He is currently a member of the Ways and Means Committee and the Budget Committee.
J.R. Cook is the Executive Director of the Umatilla Basin Water Commission, which was created in late 2009 and consists of representatives from the Umatilla Tribes, Umatilla County, Morrow County and Westland Irrigation District.
Ivan K. Gall is Manager of the Groundwater Section for the Oregon Water Resources Department.
Michael Patrick George, Managing Director and Manager of the Integrated Water Services Group at Wedbush Securities Inc., manages the firm’s integrated water industry practice.

William Jaeger, PhD, is a Professor at Oregon State University in its Agricultural and Resources Economics Department. He teaches graduate and undergraduate courses in environmental and natural resource economics and institutional economics.
Michael E. Kohlhoff is the City Attorney for the City of Wilsonville, Oregon. He has been licensed to practice law in Oregon since 1969.

Lorna Stickel is the Water Resources Planning Manager for the Portland Water Bureau in its Resource Protection Work Group. She managed the development of the Portland Regional Water Supply Plan for the Portland metropolitan area.
