Water is a vital resource that is increasingly under pressure to support a variety of competing uses across the State of Oregon. Recognizing the importance of the state’s water resources to the economic and environmental health of Oregon, the Legislature recently passed The 2009 Water Investment Act (HB 3369) that allows the Oregon Water Resources Department to create an Integrated Water Resources Strategy to meet the future and long-term water supply for all water users in the State. This informative conference will identify the key issues affecting Oregon water users and the current obstacles and opportunities to address these concerns. Speakers will discuss issues and opportunities associated with the development of new surface and ground water storage, water markets and reuse to meet growing water demands in the state. In addition, a session is devoted to water management in the Klamath Basin where a historic settlement agreement is nearing completion.
This seminar is especially designed for attorneys and legal minds, state and municipal officials, landowners, real estate developers, utility managers, and planners. This seminar will focus on water supply issues across the state and will not be limited based on the urban/rural divide or water supply issues facing the eastern or western portions of Oregon. No one group is immune to the water supply issues that Oregon will likely face in the near future.

Ryland Moore, Program Co-Chair, is a Transactions Manager for WestWater Research LLC. He has negotiated and advised on water rights and land transactions throughout the western United States. He was previously a project manager with the Oregon Water Trust.
Harry Seely, Program Co-Chair, a principal with WestWater Research LLC, has 14 years experience in agricultural and
water resource economic analysis. Over the last decade, he has applied mathematical programming and econometric analysis techniques to estimate the value of water.
Jeff Barry, Business Development Director and Senior Hydrogeologist with GSI Water Solutions, Inc., provides
senior review of hydrogeologic and groundwater resource
projects, and is an expert in aquifer storage and recovery technology.
Brett Brownscombe serves as Conservation Director for The Freshwater Trust (TFT), an organization created upon the merger of Oregon Trout and Oregon Water Trust. His current work focuses on protecting and restoring the health of freshwater ecosystems.
Hollie Cannon is Executive Director of the Klamath Water and Power Agency. He previously managed two irrigation
districts for 14 years and owned a water rights consulting
company for ten years.
Steven C. Johnson is the District Manager of the Central Oregon Irrigation District. He currently serves on the Boards and Executive Committees for the Upper Deschutes Watershed Council and the Deschutes River Conservancy.
Jed Jorgensen is a Renewable Energy Project Manager at Energy Trust of Oregon. His focus is on helping project proponents overcome the regulatory and financial barriers to successfully develop hydropower installations with minimal environmental impacts.
Barry F. Norris is the State Engineer for the Oregon Water Resources Department. He is a registered Civil Engineer, Geotechnical Engineer and Environmental Engineer in Oregon.
Martha O. Pagel is a shareholder in the Salem, Oregon office of Schwabe Williamson & Wyatt PC. Her practice focuses on water and natural resources and she is a recognized leader in water law and policy in the West.
Steven Parrett currently provides consulting services with GoldinWater Water Resource Management. For the past 15 years, he has managed natural resources in Oregon for both public and private organizations.
Brent L. Searle is Special Assistant to the Director with the Oregon Department of Agriculture. He has worked for the Department of Agriculture for nearly 20 years.
Edward W. Sheets, Founder of Ed Sheets Consulting, is an independent consultant specializing in facilitation, strategic planning and energy and natural resource analysis. He has been involved in energy and fish and wildlife issues in the Pacific Northwest since 1973.
Adam Sussman is the office manager for GSI Water Solutions, Inc. He specializes in water rights and water management, and is an expert in state water rights process, policy, and procedures.
