Overview

Environmental regulation at the local, state and federal level is an ever evolving field. At present, regulation of greenhouse gases (GHG’s), enhancement of energy efficiency, and exploration of renewable sources of energy, all within the context of a challenging global economy, are of particular near-term interest to regulators. New regulations regarding energy and climate change policy will likely have wide-ranging impact. This seminar will provide historical perspective on regulations in these areas, as well as focus on new developments in other regulatory areas including enforcement, site remediation, water resources and bankruptcy.

Leading attorneys, consultants, government representatives and those from not-for -profit organizations will provide their diverse and indepth perspective on where regulators are likely to take environmental policy over the next several years. This insight will be useful for attorneys, consultants, government managers and other professionals with an interest in environmental, energy and natural resources policy.

Renee Cipriano, Program Co-Chair, a partner with Schiff Hardin LLP, focuses on providing environmental strategic planning and counseling to a number of clients, including the energy industry, including emphasis on government relations.

Francis X. Lyons, Program Co-Chair, a partner with Bryan Cave LLP, counsels clients on environmental issues including project development, regulatory compliance, corporate investigations, environmental audits, and permit negotiations.

Frederic P. Andes is a partner in the Chicago and Washington, D.C. offices of Barnes & Thornburg LLP, Chairman of the Environmental Department and the leader of the firm's water team. He is involved in counseling and litigation on issues arising under various federal and state environmental laws.

Kathleen C. Bassi, Of Counsel with Schiff Hardin LLP, has represented power generation clients in appealing conditions in Clean Air Act permits. She previously served in several legal positions at the Illinois Environmental Protection Agency (EPA).

RoseMarie Cazeau was appointed Chief of the Environmental Bureau North for the Illinois Attorney General's Office in 1996 and is responsible for the management and supervision of the Bureau in the northern half of the state.

Bruce Clegg is a shareholder of Conestoga-Rovers & Associates (CRA) and Shareholder in Charge of CRA's Chicago office. His professional practice encompasses all aspects of environmental investigations and remedial activities.

Jonathan Feipel, Deputy Director of the Illinois Department of Commerce and Economic Opportunity (DCEO), joined DCEO in September 2006 and previously served as Manager of its Energy Department.

Susan M. Franzetti, a member of Nijman Franzetti LLP, focuses primarily on environmental compliance counseling, regulatory and litigation matters. She has extensive experience in water pollution and solid waste matters.

Henry L. Henderson, Director of the Midwest office of the Natural Resources Defense Council (NRDC), is responsible for overseeing NRDC’s work in the Midwest on clean energy, natural resource protection, and sustainable communities.

Karen Hobbs is the First Deputy Commissioner for the Chicago Department of Environment. She oversees the day-to-day activities of the Department, which includes permitting and enforcement of industrial and commercial facilities; Brownfields redevelopment; renewable energy; sustainable business and natural resources. She also led the development of the City's Climate Change Action Plan and oversees its implementation.

Robert A. Kaplan is the Regional Counsel for the U.S. Environmental Protection Agency, Region 5. He oversees an office of approximately 136 staff, responsible for the conduct of civil and criminal enforcement actions under all federal environmental statutes throughout the six-state Midwest region.

Thor W. Ketzback, Of Counsel with Bryan Cave LLP, concentrates on all areas of environmental, health and safety law. He has served as environmental counsel for clients in the energy, manufacturing, chemical and food production sectors.

Bryan E. Keyt, a partner with Bryan Cave LLP, focuses on a wide range of environmental, energy, health and safety matters, including representing alternative energy and gas suppliers, wind companies and other independent energy producers.

Howard A. Learner, President and Executive Director of the Environmental Law and Policy Center, is responsible for the overall strategic policy direction, development and leadership of this public interest organization.

Bharat Mathur, Keynote Speaker, Acting Regional Administrator and Acting Great Lakes Program Manager of the U.S. Environmental Protection Agency (EPA), Region 5, leads implementation of federal environmental programs.

Mary Ann Mullin is Of Counsel with Schiff Hardin LLP. Her practice includes civil litigation, compliance counseling, and regulatory advocacy with emphasis on the Clean Air Act, Clean Water Act, and private and government cost recovery actions.

Stephen M. Quigley, B. Tech, P. Eng, PE, is a principal and Corporate Secretary of Conestoga-Rovers & Associates (CRA) and is a licensed professional engineer. He is Principal in Charge of CRA’s Plainville, CT and Natick, MA offices.

Marie E. Tipsord, a licensed attorney, has worked for the Illinois Pollution Control Board for 17 years. She previously was on the Joint Committee on Administrative Rules, a legislative committee that reviews rules promulgated by state agencies.

James R. Vetter, a Managing Director with Marsh USA, Inc., is responsible for the northeastern U.S. and stewards Private Equity and Mergers Acquisitions and Bankruptcy for the firm’s Environmental Practice.

John W. Watson, a partner with Baker & McKenzie LLP, chairs the firm’s North American Environmental Practice Group. His environmental counsel includes active representation of clients in wide-ranging federal and state environmental matters.
