Washington is among the states in the forefront of setting goals and adopting new laws and regulations for carbon dioxide and other greenhouse gas emissions. These new measures will affect businesses of all sizes and types.

Program co-chairs David Ashton, Port of Portland; Denise Lietz, K&L Gates LLP; Michael Nesteroff, Lane Powell PC; and Thomas Wood, Stoel Rives LLP, along with representatives from federal, state and local governments, businesses, and private practitioners will provide their insights on the coming changes in greenhouse gas regulation in the U.S. and in Washington.

David Ashton, Program Co-Chair, is Senior Assistant General Counsel for the Port of Portland and specializes in the area of environmental, natural resources, land use and environmental sustainability law. He also represents the Port on hazardous substance contamination matters, including Brownfields redevelopments, the Portland Harbor Superfund Site and cleanup and insurance recovery claims.

Denise M. Lietz, Program Co-Chair, is an attorney with K&L Gates LLP and practices in the areas of environmental permitting, water quality, municipal utility authority and operation, cultural resources, conservation planning and land use. She provides regulatory and litigation services to clients, including corporate, private and municipal entities.

Michael A. Nesteroff, Program Co-Chair, is a shareholder with Lane Powell PC, a member of the firm’s environmental law practice group and editor of Environs, the firm’s newsletter on recent developments in environmental law. His practice focuses on environmental law, real estate litigation, securities litigation, and commercial litigation.

John A. Charles, Jr. is President and CEO of Cascade Policy Institute where his research has focused on transportation, land use, and free market environmentalism. He was previously Executive Director of the Oregon Environmental Council.

Anthony Chavez, Public Affairs Manager for Weyerhaeuser Company, provides policy and regulatory support, with an emphasis on climate change and energy. His additional roles and responsibilities include media and community relations. Prior to joining Weyerhaeuser in 2005, he served five years in the United States Navy as a Judge Advocate General.

Robert W. Cromwell, Jr. is a Strategic Advisor in the Power Management Division of Seattle City Light. He represents Seattle City Light on regional and national matters in a policy capacity. He formerly litigated energy and telecommunications matters before the WUTC, the FERC, the FCC, and the courts.

Maria Cull, a partner in the London office of K&L Gates LLP, focuses on environmental risk associated with contaminated land, including brownfield regeneration projects,mergers and acquisitions, financial transactions and regulatory advice to industries impacted by environmental law.

Grant S. Degginger is a shareholder at Lane Powell PC and Chair of their Construction Litigation Practice Group. He handles complex matters involving environmental damage, natural resource damage, health sciences research, public and private sector construction, municipal governance issues, litigation with Indian tribes and insurance coverage disputes.

Mike Gaudern is President and CEO of Woodlands Carbon Company, a corporation which acts as an aggregator to assist family woodland owners who want to sell carbon credits into a voluntary market, founded by a partnership between Oregon Small Woodlands Association and American Forest Foundation.

Todd Myers is the Environmental Director at the Washington Policy Center. With more than a decade in public relations, his experience combines planning and implementing public relations strategies for sports franchises, producing award-winning public events, and creating innovative Internet marketing solutions.

Claire Schary is the Region 10 Climate Change Policy Advisor for EPA. She directed the development of the region’s climate change strategy earlier this year and serves as the primary contact on climate change related issues. She also serves as the Market Incentives and Water Quality Trading Coordinator for EPA Region 10.

Thomas R. Wood, a member with Stoel Rives LLP, focuses his practice in the area of environmental law. He has significant experience in the areas of air quality and hazardous waste permitting and compliance. He has counseled some of the leading industries in the U.S. on environmental permitting issues, commercial transactions and the interrelationships between the two.
